This idea has an affinity to the previous roleplay mod ideas, without the generic weapons that is.
But this does bring up something which I am sure several of us have contemplated, and that is some kind of formula for calculating trade offs. I know for weapons some have done the damage/perturn/perkt, or something to that effect, but such an idea begs to have a method for determining what increases or decreases are actually worth in game across different types of components and even mounts and vehicle sizes.
