It is hard-coded since the WW2 long campaign is a historic campaign, and that is when the war in Europe ended (different end date for VJ-Day).

We cannot generate "historic" battle locations for stuff that never happened.

If you want a "what-if" campaign in 46, then there is the campaign generator. It can be used for e.g. a USA v USSR hypothetical war post WW2.
