Around 30 or so Light Cruisers armed with CapMissV, and a lot of patience, normally does the trick. A volley of 150 missiles can even hurt a Proportions Homeworld, given time, at least playing non-simultaneous vs the AI The hard part is keeping them supplied.
What I like is the way taking such a heavily fortified place typically turns into a siege!
