Satellites are much weaker than they were when you could have many different Groups of them in one location. Now that they are always in a single group you are stuck with whatever location the computer gives them at the start of combat. So, yes, bases are now essential for good coverage.

If only the 'Combat Satellite Group Amount' in settings.txt actually did something, like distribute your satellites among multiple Groups...
