Hackers send out a blanked "hello" to a sub net along an IP range. Every IP in that range gets pinged and if there is an exploit, such as a Sub 7 or "Trojan" program on your computer, they'll be notified and they can then gain access to your computer. In most cases, they are just seeing if your PC has a firewall or not. Most firewall will block this "Hello" scan, and report it as a port scan. If your PC is not protected by a firewall, and even sometimes if it is, they can still gain access to your PC. Most hackers view this as a bread and butter part of hacking.
