The intel defense projects must have points stored in them to be effective.

Attacks against you will subtract from the currently stored points. There are a number of defensive multipliers for your spent points: 1.2x for all defense spending, and 1x 2x or 3x for higher tech level defense projects.

If a defense project is completed you LOSE the points spent. If a defense project is nearly full, move it to the back of your intel queue, and it will sit there protecting you.
