It uses AP on lighter targets - but if it is say a highly angled shot, then it might use a sabot since its the one that can penetrate if the AP is iffy.
Same may happen with longer ranged sabot (APGS, not APCR) at long ranges on lighter targets if the sP is lower at that range bit sabot can punch through, the AP being iffy,
