My understanding is that no it doesn't happen automatically - you will have to use the change routine (in just the same way that your T34-76 don't auto upgrade to T34-85 later).
The only disadvantage is them not getting "newer" technology and being more difficult to transport - a lot less incentive with infantry than armour to "keep up" in WWII
