I find that HMGs are very good killers as long as you operate within 75% of the max range. Thus, if your HMG is good till 30 hexes away, I'll usually set it to fire at 20-22 hexes. The usual problem is people firing off at max range and expecting it to perform as lethal as they imagine.
In fact, if you keep setting the range downwards, such as a countdown from 20-19-18 onwards to say 12, you'll be able to fight off a company size rifle unit rather effectively. Each enemy unit that comes into range gets attrited bit by bit till its no longer effective. If you had started the engagement at max range, you're just wasting ammo suppressing them, but not really attriting them.
