This is a byproduct of general SE bug (feature) - ship follows the strategy assigned to its original design. Even if it's your own ship and you upgrade to a new design with different strategy, it will still follow the orinal ship' strategy.
Almost like you can not fire the ship' captain who stubbornly follows what he has been teached in Star Fleet Academy. Blame it on lawyers
