It can be set up by player one that way so player 2 can see that when it's his turn to buy.
Obviously, if this was not agreed upon in advance P2 can decline the game
It is possible for player 2 to change those settings BUT ( important......) it will NOT change the settings when he buys his units. Whatever P1 has set is what is used so it's always a good idea to check that when you are P2 to make sure
