Yep.........and it's not just the 0 or 1 or 2 that can affect the picks, the location in the OOB list also has an effect albeit in a more limited way. Sometimes we have had to make things rare when they are further down the list just to keep those from being over picked by the AI even though they might not be "rare" in reality
It cannot be 100% predicted. You have to let the AI pick over and over to see if a pattern emerges then decide if it's worth changing and "tank heavy" or not changes the way the picks are made
It's the randoms that are built into the code to keep things from repeating and those random factors are deliberately everywhere and the pick list is one.
