Ummmm... what was your empire doing two turns ago? Were you on the verge of extinction? Or, for instance, did you try to get an enemy to surrender to you & send the "I surrender" message instead (easy error - the political Messages aren't always intuitively obvious)?

The other thing that can happen is setting your empire to computer control and forgetting to set one of the AI players to human control (or, setting an AI back to computer control and setting your own empire to computer control at the same time). I'm sure the veteran modders have run into that problem while testing out new AIs...
