This might have been the issue. For some reason the fleet had a full load of supplies, but after combat, (I ran it again) the fleet was out of supplies.
So ya, that might have been the cause. I still anhilited most of their ships.

Sounds like supply usage for those PPB's might have been increased... are you using a mod?
