Anything that can cloak will have the Cloak icon lit when that vehicle is selected. (It's the ship with a circle around it, between Scrap Facility and Use Component.) A cloaked vehicle will have the Uncloak icon lit (ship without circle, just below Cloak). IIRC, both commands are hotkey Z.

Both Repair Bays and Construction Yards stack; more than one ship can be repaired if there's enough total capacity to finish one ship's repairs. [ Edit ] Oh, and racial/cultural modifiers to Repair apply to the combined total, not the individual components/facilities.

This is incorrect; the repair ship/base/shipyard doesn't have to be in a fleet, just in the same sector.
