If you are playng SE Gold: Make two independent satelite designs in designcreation file: One with direct-fire and sensors, another with CSM and armor. Designs should have different names. Then edit construction_vehicles.txt file: duplicate every call for satellite construction and replace "type = satellite" with "satellite-CSM" and "satellite-DUC" or whatever names you chhose. You may also decrease the amount to be build or AI will build twise as many satellites as before.
