Another snag -- Advanced Storage (the one that gives you 20% more room on a planet) should be outlawed, AND, all HW's must be set to start the same size.
Otherwise, some folks will start with a leg up in terms of the victory conditions ...
At the very least, that racial trait should have it's price adjusted upwards. 8)
