When you sign up for a game on PBW it asks you for the empire password. It doesn't need this password to run the turns. This password is only used for two things. One is if you ever leave the game, when a replacment player takes over he gets an email telling him what the password is. Without that he can't play the turns. The New guy would have to contact you and get the password, or if you don't answer the game owner would have to reset the password, which would mean the AI has to play a turn in control of the empire.
Your actual empire password is the one you gave SE4 when you created your empire. You have to have this to be able to open and play your turns. You can change it through the empire options screen. If you change it, or if you gave PBW the wrong password to begin with, a replacment player would have problems taking over for you.
In the past players had no way to change their password on PBW. SO we added the change password button so they can do that.
Oh, the other thing the password is used for is Real Time Client.
