A Partnership treaty doesn't allow you to see your Partner's Ship designs but any 'Other Race's' Ship designs that he knows.
eg. Your Partner gets into a fight with a Cue Cappa DN, the following turn you should recieve the Cue Cappa DN Design.
The only way to get your Partner's Ship Designs is to be in the location where the fight takes place or from another Partner.
