Is this game supposed to be RP

Of course, RP is what brings fun (and mess!!) in the game.

Players can RP as much as they want,the description just gives the tone of the game.

All treaty and trades are allowed, there is only one thing I would like the players to stick to : no trades with the AI in any sort : no tech trade, no ship trade, no pop trade and so on (but treaties with AI are ok) as AI are too dumb to make good deals.

If you pass an agreement with someone else, RP it !
And have fun...For we are all there for the fun ...
