Perhaps if you give the people milk and cookies, they'll become happy... 
The fastest way to make the planet happier again (assuming Peaceful happiness type, not sure about others) is to dump a whole lot of troops on the planet. Parking a nice-sized fleet in orbit couldn't hurt, either.
