The pop-up message for a failed refit looks just the same as a success message. Are you sure you didn't just click on the failure message and continue on, expecting it to be a success message?
Maybe these boxes ought to be a different color...
Remember, the new design can not cost more than 50 percent over the design being upgraded, and you need to have enough of every type of resource on hand to pay for it.
