The problem I was having was that ships in a fleet weren't getting the retrofit orders correctly. Instead of all the ship in the fleet I earmark for retrofit, only the _first_ earmarked ship in the fleet got retroed. So I tried taking all but one ship out of the fleet and then retroing.
I've also found that if you try to retrofit any ship other than the first one in the fleet, the program will attempt to refit the first ship _instead_. I got several Messages that the refit failed because it was the same design before I figured this out.
Wouldn't it be a lot less work to just take the ship(s) to be retrofitted out of the fleet? That's how I always do it.

Cap'n Q
The most merciful thing in the world, I think, is the inability of the
human mind to correlate all of its contents. We live on a placid
island of ignorance in the midst of black seas of infinity, and it was
not meant that we should go far. -- HP Lovecraft, "The Call of Cthulhu"
