The biggest problem with that and probably the reason it isn't set that way is what if you don't find a great mining colony for the first 3 systems? The AI dosen't expand a great deal unless the files are tweaked or they are left very alone for a long time. If they don't find something great for minerals right away they would wither. So there has to be an option in there that they wil make a mining planet even if it isn't the greatest one around. A human would just make do with the best he found or expand further till he found one. The AI unfortunately doesn't do that. It evaluates each planet from a set order and the first type that it fits from that list is what it becomes (subject to system and empire limits). It would be difficult to tell the AI don't make any mineral colonies that are under 130 because if it didn't find one of those types soon it would be very hard pressed to expand.
