Too much math for me  but it seems like (without thinking about it much) that since the bottom of the hill has positions for 8 games, and the next higher level has positions for 6 games, the level above it should have room for 4 games... or at least 3 games. Then, there wouldn't be a need for a "ladder-looking" thing listing 3 single contenders in a row.
Like I said, though, too much math for me  .
