 Why is this faclities ability system wide?
 10M/system/turn is nothing, but 10M/planet/turn is a lot.
 
 If this was changed the Replicant center could be more useful.

 IMO its supposed to be a lot - its a Racial Tech.  With no pop modifiers, each planet will get 1M per turn anyways, so a system with 10 planets / moons will get 10M growth per year anyways (if all planets colonized).  Are you sure it's not 10M per planet per system?  That would make more sense to me.

 In the game mentioned in thread Monster AI, the Clays were getting 40m per COLONY in every system that had a level III replicant center. Over 10 BILLION new pop per turn until the domed colonies filled up. So YES the replicant center alone is worth selecting organic tech. It may however be reduced as too powerful at some time in the future...

 I wouldn't necessarily say the Replicant Center is too powerful.  It takes an insane amount of research to acquire Replicant Center III (1,000,000 at low tech cost), which means while you are researching Replicant Centers, your neighbor is going after phased polaron beams.
 I agree that Replicant centers are powerful, but there is a trade off in getting them.  I always take organic technology because of the centers.  The organic weapons are nice, but the Replicant Centers make the cost well worth it.
