Guard \"mortar\" formations USSR oob
Soviet OOB
these seem to be misnamed as they are all Rocket artillery units.

That is correct. The Russians called them mortar units to confuse the Germans.

Which explanation can be found under the 'information' button on the top left of the page in the formation purchase screen for these Guard mortar formations.

In a only half-related question, how does one go about adding in "information" tabs? Can you do it through MOBHack or do you have to do it some other way?

You do it the way it is described in the "customising winSPWW2" section of the manual, "Other Text Files" section. Formatting is as per scenario text files.
