bug?

I can click on the galaxy map but when I click on avoid it doesn't do anything so I can't mark places that I don't want any ships to go (or doesn't it work like that?). Any ideas?

Go to empire status (crown), select "systems to avoi," which brings up map. Select sys u wish to avoid.
