Like Don said - send a save game showing the the problem as it saves loads of complicated explanation.
Other than that - how about checking if your ENTAC jeep has ammo remaining?.
Is it stationary?. Missile users that move usually have 0 shots.
Is it inside minimum range for the missile (8 hexes) or outside max range (40 hexes)?.

Had you moved them? - remember that missiles that move tend to go to 0 shots. Is it inside min or outside max range?.
The Hiz units are
not inf-SAM class. They are
infantry classes. They have
no EW because non-AAA classes do not have EW. Infantry units should not have SAMs, but some OOB designers put them in anyway. If they do - then they will be rather pathetic against planes with
any EW.
I tried a test game - AI hiz units with the SAM will not op-fire, probably because they are not specialist AA units and also possibly because the hit percent with the zero EW makes firing not worth the while.
When I flew some hinds forwards so a few were spotted,
then they sometimes fired SAM in opfire, triggered by either movement of a helo or by its mate firing at troops. But I knew there were other ones with SAMs nearby, those refused to fire.
Same occurred when I tried a test game swapping sides. They did not fire at pre-programmed Mig-21 strikes. They did not opfire at MILs dropping off desants. When it was my turn the MILs still in range could be happily shot at by the SA-7 hiz sections in LOS, but at a mere 3-5% or suchlike to-hit helos 30 hexes away. This merely triggered an evade move from the transport helos.
These Hiz sections basically will not fire their SAM unless they are spotted when they
may fire opfire - but as the hit chance is so dire, maybe not even then. That is
not a bug, but a function of being non-AA specialists with an AA weapon with a dire to-hit chance.
