devices are unlikely to go above 99, but currently rest at 73. (iirc)
"monster file" can go up to 500. there's a number at the top of the file which indicates how many monsters there are. If you want to add monsters, just increase that number and get to it!
Racial Tech: some races do have specific devices, but the idea to put them on their shipwrecks was never explored. Good one!
"Legal" needs to be handled with care, which is the reason it's not turned on.
the Limoquee are the major "moral" force in the AI galaxy, and they're pretty tough too. May become an active feature.
The idea of an "artifact un-curser" is cool.
"race like antarans" : go far enough (sector 100+) and you will find something like that
Gas Giants: i could never reconcile the science of "exploring a gas giant on foot" . Thought briefly about doing it in your ship...
"enemy ship boarding" : definitely suggested before. You can board the wrecks after you kill them, but currently no plan to make "boarding a live ship" a thing. Although, talking about it does make me see how it's possible...

Nemesis Monster, eats others, assimilator
Some of the stuff you mention is already in there.
good ideas for Planetary events too.
