I hate my scouts.
"A handful of hydra hatchlings approach", ok, some troops reinforced by PD can handle those, I'll go swat Jomon for a bit.
Nine hydras show up. Oh. Ooops.
Pythium, those heads you see on poles as you approach? Yes, those are my scouts.

Hey Marignon, nice capital. We'll take it! Sure, we took two of your provinces + hold your capital under siege, but I'm sure those three overtaxed provinces you took from us were worth just as much... right?
Don't worry though, it'll take us at least another turn, maybe two, to tear down the walls. It's not like your army is way down south separated by slowing terrain and distance. Oh wait...

Since this is a noob game, in the interest of good sportsmanship I'll explain.
Attached is a screenshot (heavily cropped to protect the innocent and guilty alike) of my move on the previous turn (turn 12). My forces are amphibious so they were chilling in province 100 in the bottom right. That province is connected, via the river, to the water province in the top left (province 146), which is itself adjacent to 139, your capital.
Sailing, which my commander has, allows him to move himself and all his troops over adjacent water province A and onto any land province adjacent to A... so over 146 and onto 139. Note that when sailing you must end your move in a land province and that you can sail over precisely one and only one intervening water province.
Normally people are sailing from one land province onto another land province divided by a water province. However, the sailing mechanic doesn't actually care whether the province you are originating from is land or water. This rarely comes up because there are no commanders with sailing and amphibious... except LA Atlantis' capital-only mage, the Angakok.
In many ways, LA Atlantis is a pretty narrow, uninspiring nation. However, they do have some cool perks, this being one of them.
Edit: Also, Booya! Surprise naval assault!

Finally, since water provinces tend to be very large (and therefore be adjacent to a lot of other provinces), sailing can sometimes allow moves that are as far or farther than if you had flying. And, unlike most forms of flying, sailing allows you to take all your troops with you. Also, you can't fly over water anyway.
