Sounds like you've got XP...
If you've do the windows update thing and installed the critical update stuff recently, you should find it in the add/remove programs, windows components section.

says you should run the following commandline
Start->Run-> [see below]

Google can tell you how to tweak XP (as well as all other OS) however you wish in no time.
