 You can forge magical items in Dom II, which is what I believe the marketing blurb is trying to say.  As far as I know, there's not any built-in ability to add new magical items to the game.
 Of course, there are many things I don't know, and who knows what the future will bring?  All I know is that the beta Version doesn't have any kind of "item maker" utility or anything.

 I wish we could MAKE custom items in the game.  That was my favorite part of MOM.  In fact, my strat revolved around 'tanking' up a warrior with homemake items.  
 But, I think this will not be in DomII from what I've read so far.

 Yes and no.  Custom magic could be made very expensive in gems and too many eggs in one basket (or one general) is a self-correcting system.  I learned this a lot in MOM when my super-champion got ripped into tiny pieces.
 Then, all those awsome items have a good chance of being used against your next champion in a few turns.

 Well, i'm happy with the current situation, but with custom magic items, Dominions II could almost be MoM II...(well, i couldn't care less if some grognard says that Dom II is MoM II, but the grognards, the grognards...)And of course, it would even more King of Fantsy TBS...

 MoM was civ 2 in a heroic fantasy setting, and with a very good amount of spell combos.
 the civ2 part is rather obsolete now, and I would not want to play a civ2 clone.
 the spell richness is present in dominions.
 
 so the result is that :
 1) doms will never be MoM
 2) you wont have any clone of MoM being produced next year or the next ten, because game design has moved away from the issues that MoM have. Civ2 game model is old, tired, and must rest in peace.
