The branches of the US military have historical copies of FMs and the like that are obsolete and therefore no longer sensitive. Some branches even have collections online. Does the ROK do this as well?
ROK Goverment do not open to the public even Historical copies of the FMs or obsoleted FMs. They think it's very sensitive to security, so they do not open to public bia online. I can't understand these farces.

After 9/11 in the United States a lot of stuff that was once open to the public went behind the security "fence" for the sake of "national security" as well. It appears to be easier for them to basically put it all under a security blanket than pay for someone to go through and figure out just what is sensitive and not.

A good example: they recently reclassified all materials relating to the Cuban Missile Crisis, which had been largely declassified for 20 years previously, probably because there was the potential of a nuclear secret being mixed in or something along those lines. This of course has had near zero effect, since it only means archives are not dispensing new copies. They have no real authority to go and get back all the previously declassified ones widely available on the internet and elsewhere.
