Default Hinnom

I was trying out Hinnom, and I noticed the army creates an insane amount of unrest in the province they are in. Is this because they are eating the citizens? Is there some way to stop this?

One of the players wrote a very good guide for Hinnom. If you search the threads it touches that exact point.

The relevent posts are towards the end of it.

hinnom is quite powerful, but does have a number of compensatory defects. Population loss and the resulting unrest, as well as the double unrest for bloodhunting, are the most obvious.

Please not that only the big giants cause unrest and eat population, so that only happens with Rephaite warriors, Melqarts and Ba'als; unsure about the Kohens.
