the victory points are not used, they are just ornaments on the map.
the victory condition is consensus, but i'd like to modify it to holding 5 capitals for 3 turns, to reduce the possibility of stubborn and futile resistance at the end. Do you all agree to it?

Sounds good, assuming of course that you have to first announce your possession of the capitals (listing whose caps they were and location) and then hold them for three turns.

I agree to it.
We need to decide if you must announce it in advance, or if you can use your turn files as evidence. I'd favour the first, but really am not too fussed.

i am not sure it makes any real difference. if somebody is near to the goal of owning 5 capitols, i think in the vast amjority of the cases it will be obvious. I think people will concede sooner than that to happen.

i talked with deadnature in PM about the no-diplo-rule, and i think it might use some clarification.
the forbidding of diplomatic agreements includes the in-game options too: so no agreements are allowed in any way.
Of course, it is allowed to talk about the game on the meta-level, like "this game is so much fun" and "im glad we playing together" and "lets add a new victory condition if everybody agrees" and such. We have already done this here on the forum.
