when does construction happen ?

Hi, I was wondering when exactly construction happens in a game turn (simultaneous turns).

I'll give the scenario:
I have just built a carrier, the question is now, can I have that planet produce fighters, and then set the cariers orders to load-fighters and then move, will the fighters be ready in time or will I have to wait another turn ?
