Same thing happened to me when I decided to use the first 10 game turns to emergency build BSYs over each of my homeworlds (5 planet start). I also had my BSYs build more BSYs at emergency build (3 turns/base). At around, oh, 75 or so bases and turn 11, I made my first contact, and promptly found myself at war with the galaxy. Not a good start.
