Commander Name Change?

Probably my faulty memory, but I thought I saw (somewhere???) that Commander's names could be changed, in-game. Is that correct, and if so, how? Could not find it in the Manual and in my current game I've got two guys with the same, exact name - a scout and a regular commander.
