You need to make sure that the Sphereworld you put in the map editor is the same aptmosphere/planet type as the race that is going to be occupying that spot on the map. If it's a rock/oxy sphere for example and your 2nd Foundation race is a Co2 breather, the game will change it to a Huge planet.

To do these two, you will have to play a few turns in control of all the races. This might require a non-involved person. You can choose what to research for each race, and abandon planets for those races that are to have fewer planets. If you want the old empire to have 20 planets, maybe have two old empire races and surrender on to the other.

Once you have everything the way you want for the start of the game, then you turn it over to the players. If you are running it on PBW, that would be when you upload the first turn. It doesn't have to actually be turn 2400.0, just the first turn you upload to PBW.
