Intel modification
I posted in the Data Mod section an intel modification, which allows you to select how the AI uses intel projects: only defensive project, stealing technology and resources, sabotage actions. For human players you can choose all options including the projects that are not useful for the AI.
This is done by three new racial traits (at a symbolic price of 10 points). Therefore it will work even with full technology starting, in contrast to previous intel modifications. There is no need to modify any reseach files, but old empire files can't be used.
