Graphics help

Okay, I'm doing a mod. Or two, if the first one works out okay. Anyway, my computer sucks in terms of graphics apps, I need to edit .tga files, and MS Paint won't touch them. Does anyone know a free, easy to use program where I can make very simple pixel-by-pixel changes to a picture?
