If so, that is yet another reason that the Home Versions suck. Wait... there is a home Version of 2000? Interesting... that would seem to defeat the purpose of win 2000.
Start off by using a REAL webserver like Apache.
Then do what Suicide Junkie said and adjust the router settings to allow requests to port 80 and allow requests that originate from port 80 to pass through again. That should work.

That was a useless post... it has nothing to do with IIS. And anyways... I figured out that my ISP has port 80 blocked. Using random port number worked great.
