Can you explain in more detail what is happeneing? Like what are your resource and storage numbers before you scrap, after you scrap, and after the turn runs. And you didn't sound sure about the facility. If you could nail that down and tell us exactly what you are doing we could try and duplicate the problem. Without duplicating it we are all just guessing at causes. If it's not a situation we could easily recreate maybe post a savegame somewhere.

That's a good thought. Are you familier with that one Bearclaw? You might have a planet stuck on repeat orders converting resources. On turns when you scrap the small facilities you don't have enough to meet the convert order so nothing would happen. But on turns when you scrap the larger facilities you would have enough so they get converted.
