I did some digging around and found the following:
This error results when the graphics library used by the Application to load bitmaps is unable to read a particular bitmap. In the case of your new bitmaps, the program used to create them has used a bitmap format that the graphics library used by the Application either thinks is invalid, or does not support.
So now the question, what do the bmp settings need to be (I am using Adobe Photoshop CS)?

Resaving the outpost images with MS Paint allowed me to select Outpost as a Base Type, but when I tried to select Design Type, no matter what I chose, I got the "Stream Read Error".
Just tried a new game (rather than existing game) and now I cannot get it to accept Outpost as selection at all.

Okay, I just converted a set of outpost images using IrfanView and I no longer get the "Stream Read Error". My guess is that the way Adobe Photoshop saves the bmp files (and for that matter MS Paint in XP) must use a slightly different formatted bmp setting than is read by SEIV.
Thanks for the help. I will continue to make new ship designs using Adobe Photoshop CS and just need to remember to use IrfanView for the final conversion.
BTW, if anyone is interested in using Outposts, I will gladly share the images and data files.

You should let Aaron know about this as well. You never know when figging XP, and by extention, MS, will frell up things.

This isn't limited to base pics, either. I just got one with a facility graphic. Let me go in and resave it, see what happens...
EDIT: Problem solved. There's at least one image in the Facility pack for the Imagemod that has this problem, number 635.
