This is a good idea. It might discourage players from glassing planets rather than taking them over.

Maybe have the setting adversely affect all the empires you're in contact with, as any reputable empire would consider mass murder a bad foreign relations policy.

It's hard enough already to figure out how to capture planets, if you force ppl to capture planets cause of happiness wars would take forever, but it sounds like a good idea for a mod thing, obviously you wouldn't put it in hardcode, i dunno why im even saying htis.
