Honey, I don't know if I'm just "trolling" again, but it's quite hard for others to give much advice on balancing or any other good feedback to you without a .dm mod file. Why don't you just release a preliminary version of your in-development mod nation, no matter how incomplete it may be, so that others may playtest and you'll be able to update the nation mod with suggestions from them?
I didn't know where exactly to place this post among your 13 other threads here about announced mod nations, so I just randomly chose this one.
