I found a bug with assault boats the other day which seemed pretty weird. By "jumping in and out" from assault boats, infantry can move indefinitely along a coast line. What you do is to click on the water hex to make them board the boat. Then click on the land hex next to the one you entered to make them debark again, click on the next water hex to make them board and so on.
It can definitely be abused, even though it's kind of silly

Do you mean the assault boats that are an
attribute of the infantry elements in a river assault (like a unit's entrenchment they are part of the unit, not entirely separate) , or actual units bought separately as real watercraft?.
The bit of movement code that does the "flip" back and forth of the unit icon for assault rafts is not part of the load/unload routine and therefore will need to be looked into to ensure a deduction is made. If it only applies to the unit attribute rafts rather than those bought as actual stand-alone units.
