Light observation helos have artillery spotting abilities as noted above.

Any other 0 element of another helicopter formation can spot as a formation HQ.

No other aircraft could possibly be a spotter - since you cannot select it as an on-map unit, it being an off map artillery unit and nor could it remain stationary to observe the fall of shot.
