 Of course it could be a rocky cliff side sea shore that has no beach. There it would be easy to sell seashells as you would be at the sea side with no natural seashells. Do you see?

 Even on a sandy seashore with a beach, it is not easy to find perfect, beautiful seashells.  Here in B.C., there are a lot of seashells lying around on the beach if you go during low tide but most are cracked or worn-out or plain-looking.
